Description: Regarding legislation recently passed by Congress entitled "An Act Authorizing the President of the United States to accept the service of a number of volunteer companies, not exceeding thirty thousand men." A partial printed copy of the act, dated February 24, 1807, is attached to the inside of the letter. (The docketing on the back of the letter appears to be in the hand of Governor Hull).
