Description: Says that the Secretary of War reviewed the documents "in relation to the [loyalty] assessment ordered by Brig. General Schofield on the city and county of St. Louis," says in reply that all such proceedings under Schofield will be suspended because there does not seem to be military necessity for them, and warns that new insurrections against the Union in Missouri may result in legitimate consequences for treason.
