Seward, Secretary of the Treasury Salmon P. Chase, Secretary of War Edward M. Stanton, Postmaster General Montgomery Blair, Vice President Hannibal Hamlin, Attorney General Edward Bates, Secretary of the Navy Gideon Welles, Secretary of the Interior Caleb B.
